Question:
I was wondering if you had a solution to prevent the top locking hooks on the chinhook from causing the gear/brake cables to scratching the bike. The cables run along the top of the top bar which is why this happens. Currently I just shove a towel under the cables but I’m looking for a more permanent solution.

The towel technique you are already using is probably the best for this type of situation with the Swagman Chinook you have. Your best solution would honestly be a different bike rack.
This is why bike racks that only touch the tires of the bikes are better overall like with the Kuat Transfer part # KU74FR. Since the rack only touches the tires of the bike you never have to worry about damage to the frame. I attached a review video for more info on this rack as well.
