I do not have any brakes on the trailer now, does your kit come with the4 bolt bracket that goes on the axle itself ?

We sell brake flanges but the Dexter Nev-R-Adjust Electric Trailer Brake Kit # 23-468-469 that you referenced does not include them. The matching brake flange for a 3,500 lb axle like what this brake kit fits is the part # 4-35. The install of a brake flange is a precision job so you'd want to find a welder with the correct jigs to complete the job.
