The 12v test lamp indicator is always lit. Is this standard? Even when the vehicle is off

There is a slight draw even when the vehicle is shut off, this is normal as the wire that feeds that circuit is connected directly to the battery. The LED draws a minuscule amount of voltage, so unless the vehicle will sit for several months on end, there's no danger of draining the battery. If the fact that the LED remains lit is a concern to you, you could install a battery isolation solenoid like # TR118665. When installed, the solenoid would disconnect that power feed when the ignition is shut off. I've linked you to a product description video featuring the solenoid.
