Question:
2009 silverado 7 way rv plug is not 12 volt hot at the back of the truck but red lead is hot over spare tire and at mid truck. Red lead not connected somewhere mid truck.

There are two wires that will need to be connected under the hood of your 2009 Chevy Silverado before the 7-way will be fully functional. Check out the FAQ article I attached that shows how this is done.
If you have already done this and you still are having an issue with the truck not having voltage mid-truck then you will need to trace the wiring back to find where the voltage stops and fix as necessary.
