I have an option for you but the BetterWeigh Mobile Tongue Weight and Payload Scale # C51701 will only work with Diesel vehicles manufactured from 2004 and up, so it's not compatible with your 2003 Ford Excursion Diesel.

Instead, I recommend the Weigh Safe 2" and 2-5/16" Hitch Ball with Built-In Scale # WSUN-1. It can measure up to 1,500 lbs of tongue weight and can be installed onto any standard ball mount with a 1 inch diameter ball mounting hole and a 3/4 inch thick platform, like # AMSC6.

It doesn't send the stats wirelessly to your smart phone, but once it's installed it's much more convenient than using a traditional tongue weight scale.
