Can this winch be mounted to a wall , Then the pulley block hooked on to a beam 15’ above, Then extended down to the ground 20’ and pick up a 2000lb. load Then lift that load 12’ in the air and suspend it?

The Dutton-Lainson StrongArm Electric Winch # DL24962 is designed for straight pulling and not really vertical pulling. Even if you were to mount it on a wall so the vertical pull would technically be a straight pull the winch wouldn't be able to suspend a load. Instead you need a winch that is designed to suspend a heavy load like that.
For your application you need a worm gear hand winch. These operate much slower and are hand cranks (although you can connect a power drill) but they are made for suspending. You can use the Dutton-Lainson Hand Winch # DL11001 which is rated right at 2,000 lbs (so make sure you aren't going over it) and can be operated either with the included hand crank or a 5/8" socket. For a cable we have the 1/4" diameter # DL24104.
