I have a 16.5foot touring kayak and am buying a 5th wheel trailer. Is there a rack system that will allow me to carry that kayak on a full size pickup with an 8foot bed? Thank you.

In order to carry a kayak on a truck while towing a 5th wheel trailer you can use the Darby Extend-A-Truck Kayak Carrier w/ Hitch Mounted Load Extender and Single-Bar Roof Rack part # DTA944-968-924 and install the load extender on the front of the truck with a front mount trailer hitch.
If you can provide me with the year, make, and model of the tow vehicle I will see if we have a front mount trailer hitch for you but otherwise you can just use our fitguide to find this. That said, this is really your only option to secure the kayak.
