The humming sound you are hearing means that there is 12 volt power getting to the brakes and is normal. However, the brakes not releasing is, of course, irregular and what it means is that the 12 volt circuit and brake controller output circuit of the trailer have shorted together.

This is possibly from a short on the trailer itself with an exposed wire, or there could also be corrosion on your trailer's 7-way. If so you can replace it with Bargman 7-Pole Round Connector # 54-67-525. Additionally, I also highly recommend using Dielectric Grease for Electrical Connectors # 11755 to help prevent any type of corrosion in your connector; using it will increase your 7-way's durability and extend its lifespan.

I have also added links to a pair of help articles on trailer wiring, including a troubleshooting guide which I highly recommend taking a look at.
