Will this fit on a 2018 Jeep Grand Cherokee non diesel or SRT8 with a Draw-Tite 75699 hitch?

Most definitely! The Yakima FullSwing 4 Bike Rack # Y02465 is 100% compatible with your 2018 Jeep Grand Cherokee with the Draw-Tite # 75699 hitch receiver installed.
The FullSwing will easily slide into the 2x2 inch receiver on the hitch, and will have no problem clearing your bumper. My favorite thing about this bike rack is that it allows you to swing away the rack, even with the bikes loaded, for full access to your Jeep's cargo area.
