What do I need to install a curt 65500 gooseneck plate on a 1997 f150 shortbed 4/4.

The Curt gooseneck plate part # C65500 that you referenced is a universal design gooseneck that can install in most trucks. That said it's going to require some fabrication as this is a universal design.
For a much easier install we have the Curt kit part # C60722 which is custom fit for your truck so it will bolt right up to the frame without drilling into it.
