For your 2017 Toyota Highlander XLE I recommend the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13394 if you like a square crossbar or the # C13200 for a round crossbar. These work whether you have the factory tow package or not.

For your wiring, you will want to call a dealer with your VIN and they can tell you if you have the tow package or not. If you have the tow package then you will use Curt # 56042 and I've attached a photo of the connection point behind the driver's side cargo area panel. If you don't have the tow package, then you will want to use # C56217 which has the module and fuse.
