Question:
I only need a hitch to attach my bike rack. the bike ride has a 1 1/4 inch fitting - so can I put a Class 2 hitch on my RAV4 or do I have to switch to a class III with a converter?

You can go either way you wish there. You could use a Class II like the Curt # C66KR which will be compatible with your bike rack or you could go with the more common Class III hitch part # C13416 and then use a hitch adapter like # HT02.
If the only hitch accessory you'll ever use is that particular bike rack, I'd just go with the Class II. However, if you might use other hitch accessories like a Curt # C18151 cargo carrying rack or if you might upgrade your bike rack in the future, you might think about going with the class III hitch, as there's a much better selection of hitch accessories available for the 2 inch Class III hitch than the 1-1/4 inch Class II.
