Does Brake Controller Have to Install Tekonsha 7-Way for 2020 Toyota Highlander for Lights to Work

Item# 22119. I want to verify this kit will make a 7 way trailer braking/light for non tow package vehicle. Will the trailer lights work even if the brake actuator is not installed?

The trailer lighting circuits of the Tekonsha harness part # 22119 that you referenced will be fully functional without having a brake controller installed. Brake controller circuits are totally independent from the light functions.
