I wanted to carry my Hobie Outback kayak on the Pioneer Rack. Will these work and lock down on the rack?

Yes the Rhino Rack Nautic 581 Rear Loading Kayak Carrier # RR581 that you referenced will fit on the Pioneer Platform tray you have. This carrier was designed to fit crossbars that have top channels which the Pioneer Platforms have the same top channels.
