Will this rack on a 2017 Prius two when it is folded up without bikes clear the hatch?

The Kuat Sherpa 2.0 measures 7-1/2" from the center of the hitch pin hole to the nearest part of the bike rack when in the folded position which will be more than enough room to fit on your 2017 Toyota Prius Two. If you don't already have a trailer hitch then I recommend the Draw-Tite # 24967 because it is easy to install and sits 5" behind your bumper so it's pretty hidden. The Kuat Sherpa 2.0 comes in the following colors for a 1-1/4" receiver:
