Can I just drill a hole in the bumper and push that into place?

You can do that if you would like. If it were me, I would just get the Hopkins mounting bracket # HM48605 so I didn't have to drill a hole in my bumper. If you are wanting to install # HM47605, using the bracket is the best way to do it!
