Does one of the sides open up to allow steps from the ground to be added?

The Lippert Components Toy Hauler Patio Railing Assembly - 93-1/4" x 93-1/4" - Black # LC59FR has a hinge but doesn't have a door. The front section doesn't drop as low, so it does allow for that entire section to be a large moving section which is a large door.
