Question:
What are the decision factors between Curt 13383 and Draw-Tite 76046? What should I think when I decide one over another? And secondly Installing either of those, would hands free lift gate be obstructed? Thank you!

There are a few things to consider when comparing the Curt # C13383 and etrailer # e98903 Custom Fit - Class III - 2" Trailer Hitch Receivers on your Chrysler Pacifica, but I recommend the Draw-Tite.
First, is TW and GTW capacities; the Curt has 400 lbs. TW and 4,000 lbs. GTW while the Draw-Tite has 675 lbs. TW and 4,500 lbs. GTW. You want to consult your Pacifica's owner's manual to check its capacities, but the Draw-Tite gives you the advantage here with its higher abilities.
Second, are the design elements of hitch receiver location, cross tube visibility, and chain hook access when the hitches are installed on the vehicle. Both hitches sit 13" from the ground to the top lip of the receiver opening and both have pin holes that are 5" from the rear bumper, but the Draw-Tite has the advantage of its hidden cross tube and easier chain hook access when a hitch pin is installed.
Third, is the trailer wiring. The Draw-Tite features a welded on bracket to mount your wiring harness for easier hook up to your trailer wiring. Curt does not have one preinstalled, so you would have to add one when installing your wiring. Wiring harnesses vary depending on trim packages for the Pacifica. If you can tell me your specific trim package I can help you choose one if you need it.
The hands free lift gate will work with either hitch, but you will need to kick your foot to one side of the hitch receiver.
I included a link to our comparison video and a couple of installation videos depending on which hitch you choose.
