The Dexter Trailer Idler Axle Beam with EZ-Lube Spindles - 60" Long - 2,200 lbs # T20BTR-EZ-6048 will fit any trailer with spring seats 48 inches on center. If you Harbor Freight trailer has leaf springs that are 48 inches on center then you will have a perfect fit. You will want to note that the hub face to hub face will be 60 inches.
If those dimensions are not a fit, then you may want to consider using the CE Smith Trailer Axle w/ Idler Hubs - EZ Lube Spindles - 5 on 4-1/2 - 57-1/2" Long - 1.8K # CE33201GA-HUB which have spring centers at 46-1/2 inches on center.
Your trailer carrying capacity will depend on all the components and not only the axle, so the weakest component weight rating will be your maximum trailer weight.
