What Should I do if my Brake Controller Signal is Very Weak at the Trailer Connector

There is the potential that your brake controllers gain /power is turned down. In this case you will get anything between 1 and 13 volts at the connector. Turn your gain up and re test it.

If your controller is maxed out on gain and you still get weak power you will need to check the wire that runs from your connector up to the brake controller. It is likely that you have a damaged wire along the way not allowing the full power to make it back.

It is clear that there is some type of connection or you would not get power at all. With that said if your wire is intact and there is no damage the controller may need to be replaced.
