According to the owner's manual I looked up online, a 2018 Toyota RAV4, two-wheel drive models of the 2018 Toyota RAV4 (including the hybrid) can be towed with the front wheels on a dolly. However, all-wheel drive models cannot, though I highly recommend looking in your copy of the manual to verify.
For a tow dolly, I highly recommend one of the options from Demco:

These are by far the best option because because of how simple they are to use than other tow dollies.
