You advice for another question on this subject recommended using a top frame adapter bar. However, all of the ones I have seen, including the one you recommended, appear to be designed for use with a hanging style rack. Can these also be used with a platform rack? Is there another solution for handling a womens walk through frame where the clamp will not adjust low enough to secure the bike?

A bike frame adapter bar can definitely be used for bikes being carried on a platform-style bike rack. There isn't another solution as this is exactly what is required in order to ensure the hooks can grasp a women's bike or one with a step-through frame.
There are a couple options I recommend, depending on the distance between the handlebar stem and seat post of the bike, as the bars have tubes that adjust to different lengths.
