Just a question, can I tow a boat of around 5000 pounds with this part RM-195225?

The Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening - 2" Hitches # RM-195225 you referenced is rated to have a maximum tongue weight of 400 lbs. This is not to be used for towing a trailer but rather only for a hitch mounted accessory or flat towing a vehicle. If the tongue weight exceeds the 400 lbs, it is also not recommended to use this accessory.
To safely tow your boat you will need to utilize another style of spare tire carrier or remove the spare tire carrier when towing the boat as it is not directly compatible.
