To replace the 12"x 2" hydraulic brakes on your boat trailer I recommend using the Hydraulic Brake Kit - Uni-Servo - Free Backing - Dacromet - 12" - Left/Right Hand - 5.2K to 7K # AKFBBRK-7-D, which are Dacromet plated for use on boat trailers and will work on your 7000-lbs axles. These are also free-backing brakes, so you'll be able to back up without worrying about engaging the trailer brakes.
These brakes do not come with mounting hardware included, but you can add that with the Mounting Bolts and Hardware for 12" Brake Assemblies # BRKH12.
I've linked a review video of these brakes for you to check out, as well.
