I checked and there is no adapter available for the old Thule 1050-09 bike rack that will allow it to attach to aero bars that are on your 2013 VW Jetta SportWagen so the best we can offer is a new roof-mounted bike rack.

You can get a new, quality rack without breaking the bank, depending on the style you want. For a basic, cost-effective option there is the Malone Pilot TC ST Roof Bike Rack - Wheel Mount # MPG2103.

Or if you wanted to upgrade to something that is a little higher-end, there is a frame-mounted option from Thule, the Thule ProRide XT Roof Bike Rack - Frame Mount - Clamp On or Channel Mount # TH598004.
