Is there Drilling to Install the Curt Custom Rail Kit in the Bed of a 2012 Dodge Ram 3500

Wont I still need drill the truck bed?

With a custom fifth wheel install kit like the Curt Custom Rail Kit # C16420-204 that you referenced there will be some drilling involved. But compared to a universal fifth wheel rail kit the drilling required is much less.
But yes, you will still need to drill through the bed to attach the above-the-bed rails to the frame brackets.
