I reached out to my contact at Yakima regarding the dimensions of the Yakima SpareRide 2 Bike Rack # Y02599 you referenced.
The Yakima # Y02599 measures 40" tall x 19" deep x 13-1/2" wide as shown in the included diagram, and is designed to work on vehicles with factory mounted rear tires that are between 7-11/16" - 12-1/2" wide. The rack can support two bikes weighing up to 35lbs each, and weighs in at 29lbs.
