I have a 2013 Ford E 350 passenger van. I want to install a 7 pin connector for lights and brakes. The van is not equipped with a towing package. What are my best options For equipping this van with everything I need for lights and brakes?

To begin, you will need to install a working 4-pin connector to access the taillight circuits in the van. I'd recommend using # 118551. You will also need a brake controller installation kit # ETBC7, which would include all of the wire, 7-Way connector/adapter that plugs into the 4-pin connector, circuit breakers and wiring connectors to complete the brake controller installation. You'll also need some extra wire, part # 10-2-1 due to the length of your vehicle.
For a brake controller (if you don't already have one), I'd recommend the Tekonsha Primus, part # TK90160. The Primus is a budget priced proportional controller that works very well.
