It looks like the ACE JK Expedition Stubby Bumper won't allow a base plate connection. However, it has rings attached to it. As such, the best option to connect a tow bar is to utilize those rings.

Using the Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars, part # RM-035, you will have the connection point to attach a Roadmaster tow bar like the Falcon 2, part # RM-520. I've linked to a video review of the adapter for you to look at.

Of course, that adapter attaches to 3/4" thick shackle mounts, so you will want to check to make sure this diameter is appropriate for your bumper rings. If it is not, let me know and I will find the correct one for you. You will also need to check with ACE to ensure that your particular bumper is rated for flat towing since not all are.
