I just got a 2019 ford escape with rails. I have an old thule cross bar with feet from 2013 ford escape. The bars are universal but can I buy only the feet to fit on new car?

You can absolutely add just the Thule feet to fit your 2019 Ford Escape with raised side rails, and the exact part you need is the following:
