I have a valley 16k slider 5th wheel hitch and the bed rails that go along with it. Will the mounting hardware in RP30439 work to install the unit in a 2013 Silverado HD?

I would recommend you go with a custom installation kit part # RP50066 for your 2013 Chevy Silverado. Custom installation kits will install in about half the time as universal kits and will minimize drilling. If you also need the hardware for attaching your rails to the underbed brackets you would want a Replacement Hardware Kit # RP58430.
