what is the actual width of the 26 Lippert solid 3 steps. Between the stops it is 24-1/2 and rough opening is 25-3/8. Will the 26 steps work? Thanks

So by "between the stops" I assume you are referring to the width from frame-to-frame of your doorway being 24-1/2 inches, and we do have a step that will work for you, though to answer your first question the actual width of the steps overall are 22-1/2 inches.
With that in mind I contacted Lippert to verify, and what they told me was the correct step is determined by measuring your door width from frame to frame and rounding up to the nearest even number, and they said that for your 24-1/2 inch frame-to-frame measurement you can use the following triple step:
