I have a 2018 Toyota Highlander with a panoramic sunroof. I’m looking at rhino rack part numbers RRVA137B-2, RRRCL4, and RRRCP31-BK. Will my sunroof still be able to open with these low profile roof rack legs?

Yes you can! Since you're looking at the Rhino Rack kit with parts # RRVA137B-2, # RRRCL4, # RRRCP31-BK , I assume you have a 2019 Toyota Highlander with flush rails on your roof since this kit mounts to fixed mounting points?
If you look on your roof, note where those fixed points are on your rails. Usually they are set behind the sunroof, since the aerodynamics and weight distribution works better towards the back of your roof and to avoid that sunroof. I attached a video review below of this system on a 2019 Toyota Highlander with a sunroof. At the 1:50 mark, Adam shows where the bars are positioned and explains why you can open your bars with these on.
Some advice that I've learned from experience is to try to get accessories that mount via T-track clamps since these bars are so low profile that larger wrap around clamps sometimes don't fit. One example is the Rhino Rack Ski and Snowboard carrier # RR573 that has optional T-bolt hardware for these situations.
Also, when I installed accessories on a Toyota Highlander, I like to use the Moki Door Step # RL100660 since the roof is so tall and wide. The extra leverage and height from the step makes mounting equipment a lot easier and safer.
