There are weight distribution systems that are compatible with surge brakes, but the Strait-Line Weight Distribution System # RP66074 that you referenced is not.
I would recommend you go with a Reese Steadi-Flex Weight Distribution System # RP66560. This system similar to the # RP66074 in that it is one of the most recommended weight distribution systems on the market, except this system is compatible with surge brakes and has the tongue weight capacity your setup needs. It also has friction sway control instead of dual-cam.
You should note that the weight of any cargo behind the rear axle of your 2011 Ford Raptor should also be considered as tongue weight. You should check the owners manual of your vehicle to make sure that your vehicle has the towing capacities for this trailer.
In case you have a straight tongue trailer you may also need a Pole-Tongue Adapter # RP58393. Most boat trailer have this style trailer so you will probably need this.
