The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11416 you were looking at for your 2018 Honda HR-V is not an OEM part, and is an aftermarket trailer hitch receiver made by Curt for your vehicle.
With that said the Curt # C11416 is a quality hitch that is made in the USA and would be great for carrying a bike rack like the Swagman Trailhead 2 Bike Rack for 1-1/4" and 2" Hitches # S63360, carrying a cargo carrier, or light duty towing.
If you can tell me what you are planning on using your trailer hitch receiver for I would be happy to recommend the best products for your application.
