There is a trailer hitch receiver available for your 2021 Toyota Highlander, however, there are not any Class 1 receivers available. This is mainly because your vehicle is made to easily haul cargo that exceeds the capabilities of any Class 1 receiver. The receiver you mentioned C114123 is not a confirmed fit for your Highlander.
I recommend looking into the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C45CR. This has a max tongue weight rating of 900lbs and max towing capacity of 600lbs. No welding or drilling is required for installation all all necessary hardware/instruction will be included. If you wanted to use a 1-1/4" accessory on this 2" receiver then you could use Hitch Adapter # HT02 to do so. I attached a demonstration video for you.
