No, the cord on the Curt Wiring Harness # C56434 is not thick enough to cause any issues with the power closing of the hatchback on your 2020 Toyota RAV4.
If you would prefer to route the 4-way outside of the vehicle you can mount it with the Mounting Brackets # 18144 and # 18140 to the vehicles receiver hitch. This may require modification to the harness or vehicle to get the harness outside the vehicle.
