The Stainless Steel Locking, Anti-Rattle Threaded Hitch Pin for 2" Trailer Hitches # SR25219 works with most bike racks that have a hollow shank, but since the Yakima OnRamp E-Bike Platform Bike Rack with Ramp - 2" Hitches # Y36FR came with a threaded insert and anti-rattle bolt already, you will need to stick with a Yakima branded hitch pin and lock.

It looks like you have the anti-rattle bolt already, so if that is the case then you just need the HitchLock for Yakima Hitch Mounted Bike Racks # Y07235. If you also need the anti-rattle bolt and clip, then use Replacement Hitch Bolt and Clip for Yakima # Y8890200. I attached a couple demonstration videos for you to check out.
