Question:
Is the Kar Kaddy x acceptable to tow a 2018 Prius prime plugin electric hybrid vehicle. It is low profile and from what I get from manufacturer it is ok. Would the same be ok with the ss version? It appears that the front wheels do not lock on the Prius prime. Is it still ok to use the kar kaddy x or ss with swivels?

I do recommend contacting Toyota to see if your 2018 Toyota Prius Prime can be towed on a dolly, though in regards to it being low-profile, there is a guideline by Demco with some measurements you will need to take to ensure it will work.
I have added a cut out from the linked instruction manual, and as you can see, there is a pretty simple formula that you'll use to determine proper clearance, and this is for both the Demco Kar Kaddy X Tow Dolly # DM9713093 and the Demco Kar Kaddy SS Tow Dolly # DM9713045.
The tires will be held with straps so the fact that the wheels do not lock is not going to be an issue with these dollies. I have added a link below to a video review for you to check out as well.
