The shortest A-Frame trailer jack measured from the top of the mounting flange to the top of the jack is the Bulldog Round, A-Frame Jack w/ External Gearbox - Sidewind - 13" Lift - 2,000 lbs # BD155157. The crank on this jack is below the top of the jack, so in this case the highest point is the top of the jack itself.
This jack measures 13" from the top of the mounting plate to the top of the jack as shown in the included diagram, and will give you the most clearance to be open your tailgate. To the point where the crank goes into the jack would be 12".
If this is still to tall to give you the clearance you need, using an extended ball mount like the Brophy Ball Mount for 2" Hitch - 3/4" Rise, 2" Drop - 13-1/4" Long - 10,000 lbs # BH20 which will extend the distance between your vehicle and trailer to allow you to open a tail gate without it hitting the jack.
I included a videos of both products mentioned for you to take a look at.
