I have a possible solution for you.

First, though, the Thule OutWay, part # TH65JV, has not been tested on a 2019 Volkswagen Passat. It has been shown to fit on the 2020 and 2021 models, but the earlier ones haven't been tested.

I recommend using something else that has been confirmed to fit. A good one is the Malone Hanger, part # MPG2139. It can carry 3 bikes up to 35 pounds each by their frames. I've linked to a video review of this below.

If you don't have a top tube to hang your bikes, you can use the Malone Bike Adapter Bar, part # MPG2165
