You mentioned that the curt 13205 needs stability straps. Will they come with the bike rack or is it something that I buy separately?

As part of their warranty requirements, Curt used to specify that a stabilizing strap like # 18050 be used for all non-trailer loads. They no longer require this, but the requirement is still shown on the installation instructions for some of their hitches because they haven't been updated yet.
You can purchase the # 18050 separately if you wish, as they're not included with the purchase of a bike rack but it's not necessary. Just be sure that the 350 lb tongue weight capacity of the Curt # C13205 isn't exceeded and you'll be just fine without the strap.
If you'll also be using the hitch for towing, you'll need a trailer wiring harness like # 118660, a ball mount like # 2753 and # 19260 for a 1-7/8 or # 63845 for a 2 inch trailer ball.
