Can I use a hitch adapter on the back of my 1996 Chevy 2500HD with a 2020 Lance 920 truck camper, so I can attach the Hollywood RV Bike rack for my 2 Rad Mini Electric Fat Tire bikes?

As long as the trailer hitch receiver on your 1996 Chevrolet Silverado 2500HD has a tongue weight rating of 700lbs or more and a trailer weight rating of 7000lbs or more then the Curt Extender for 2" Receivers -18" Long # C45796 you were looking at will work just fine to carry your bike rack and bikes.
This adapter is limited to 350lbs tongue weight and 3500lb trailer weight or 50% of your trailer hitch receivers capacities, which ever is lower.
I recommend using the etrailer Anti-Rattle Hitch Stabilizer for 2" Hitches - Vinyl Coated Steel # e99007 to keep the adapter from moving around in your trailer hitch receiver.
