I think the main difference is that with a bike rack like the Saris Freedom # SA4414B you're getting something that's designed specifically for carrying bikes and you know the bikes will be properly spaced so they're not banging against each other during travel. This also means that loading up the bikes is generally pretty straight forward and you don't have to worry about securing things for travel.
If you were to use a Stromberg Carlson 23x60 Cargo Carrier # CC-100 with the adapter # CC-125, you'd need to use ratchet straps to secure the bikes to the carrier; if you also anticipate needing a hitch mounted cargo carrier then this is a fine solution to get everything you need all in one.
