Can i change the head on my curt 16 and put a curt 25 on it

You do not state what base you have however, since you have a short bed 2020 Chevrolet Silverado 3500 I will assume you have a slide model such as the Curt A16, # C16521. To upgrade from a model such as this you will need the Curt A25 Head, # C16580. The weight capacity comes from the head not the base.
