Question:
I have a 2017 38 RSRT Elkridge by Hartland with a GVWR of 15,500 lbs. and a hitch weight of 2,095 lbs. It has a Lippert 1621 with a 16,000 or 16,500 LB. rating I can’t remember which. Which Gen-Y 5th Wheel to Gooseneck hitch is appropriate? Thank you.

The Gen-Y # GY66FR shock absorbing 5th wheel to gooseneck pin box you'd looked at is a compatible replacement for your Lippert 1621 pin box. The Gen-Y replacement has a 25K towing/ 5.5K pin weight capacity, which sounds like it's more capacity than you need. You could save significant chunk of cash by going with a lower-rated option, part # GY58GR which has a 21K towing/3.5K pin weight capacity which is more than enough for the weight of the 5th wheel you mentioned. The features are exactly the same as the # GY66FR.
I've linked to a video showing a typical installation.
