I have a 21 Jeep Wrangler 4x4 and Id like to tow a pop up camper model hw29sc with it. It looks like the dry weight is right around the capacity of the hitch, but the draw tite offers another thousand pounds of capacity. I plan on using a weight distributing hitch, sway controllers and of course electric brakes. Do you think that this setup will work properly?

So I took a look in the owners manual, and while you'll want to verify this with your copy, the 2021 Jeep Wrangler Unlimited (the four-door) has a towing capacity of 3,500 lbs, so that would be the max you can tow with any hitch, including the Draw-Tite that fits your Jeep:

Even though this hitch has a 4,500 lb towing capacity, you have to go by the lowest-rated component, which is the 3,500 lb capacity of your Wrangler. So you can tow a trailer up to 3,500 lbs, but no higher. The Draw-Tite is the best option for this, as it is compatible with weight distribution, you will just need a camper that has a GVWR of no more than 3,500 lbs.
The other thing you would need is a wiring harness, with the correct fit for your '21 Wrangler Unlimited being the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118786.
