Are fifth wheel install rails available for the 2013 Ram 2500 short bed?

For the 2013 model year, Ram made changes to the 3/4 and 1 ton trucks, which is why the fifth wheel install kits for the 2012 did not carry over.
For your 2013 Ram 2500, I'd recommend the Reese # RP56011-53 fifth wheel hitch installation kit.
If you don't already have a 7-way installed in your truck bed, I'd recommend # 50-97-410. You can see an install video of the wiring kit by clicking the provided link.
