I have an answer for you. I went ahead and brought your question to my contact at Thule, and she confirmed that the only way to fit the Thule One-Key Lock Cores # TH450200 on your discontinued Thule Xsporter 421 ladder rack is if your rack still has the original locking cam. The locking cam is a part on your rack that has a small opening where the lock core can be installed. For clarification, I went ahead and included a photo of the 422XT Xsporter to show you what yours will look like.

If you have the cams, you will need a set of four lock cores. For 4 cores, you need part # TH450400
