Question:
Why is this called a bolt on trailer jack when you have to weld it on or purchase a plate to make it a bolt on trailer jack? It seems that it should be included in the set....And the recommended iteminch to go with it is a weld on plate...so why not add the bolt on plates that fit in there instead? I would not be looking for a bolt on plate if I wanted to do any welding.

The title of the Bulldog Round Swivel Jack part # BD154102 is easy to get confused on but this jack is a "Bolt Thru" which means it bolts to a bracket...but the bracket welds to the trailer with part # P9012-00.
For a similar jack that bolts to the side of the trailer frame you'd want the part # TV64FR instead.
